According to the legislation plan, the legislation tasks are divided into two parts with reference to the significance and urgency of those laws to be promulgated.
Some key laws will receive the highest priority as they are fundamental for the reform in China, and should be drafted and reviewed as soon as possible. These laws include the Amended Tax Collection and Administration Law, Regulations for the Administration of Foreigners¡¯ Permanent Residence in China, Interim Measures for the Administration on Private Investment Funds, and several other laws in the social, business, political, and religion fields.
The legislation plan also drew up a schedule for the rolling out, revision or proposing a motion for deliberation of other laws concerning the economic and society development, people¡¯s living quality, public security and international relations. These laws include Drafted Amendments to the Patent Law, The Implementation of Procedural Law on Conclusion of Treaties, Drafted Amendments to the Maritime Traffic Safety Law, Revision of Regulation on the Handling of Medical Accidents, Amendments to the Regulations on The Administration of Environmental Protection in the Exploration and Development of Offshore Petroleum, and Implementations of Counterespionage Law, etc.
Besides, the State Council will cooperate with National People¡¯s Congress (¡°NPC¡±) and NPC Standing Committee, continue reviewing some acts such as General Provisions of Civil Law, Amended Securities Law etc., to enhance the legislative construction and to establish a consummate and effective legal system in China.
